Regulatory Request Guidelines

This Regulatory Enforcement Request Operational Guide applies to situations where law enforcement agencies or regulatory bodies lawfully request Spikex cooperation in criminal investigations, anti-money laundering investigations, or other judicial proceedings with legal effect. This guide does not apply to non-public authority procedures such as civil litigation, arbitration, or private investigations.

Spikex remains committed to complying with laws and regulations and respects the lawful authority of law enforcement agencies in all jurisdictions. Upon receiving a lawful and compliant regulatory or law enforcement request, we will provide necessary assistance within reasonable limits in accordance with the Spikex User Agreement, Spikex Privacy Policy, and applicable laws and regulations.

I. Qualified Requesting Authorities

Spikex accepts only formal requests from government agencies, judicial bodies, or regulatory authorities possessing lawful enforcement authority.

Requesting entities must be:

·         Judicial authorities possessing criminal investigative powers, regulatory enforcement authority, or legally binding jurisdiction;

·         Institutions capable of providing valid identification documents confirming their law enforcement or regulatory status;

·         Law enforcement agencies or departments authorized by the relevant national or regional government.

II. Required Information and Requirements for Law Enforcement Requests

To ensure timely and accurate processing, law enforcement requests must include the following:

1.  Agency Information and Authority Verification

·         Full name of the law enforcement or regulatory agency;

·         Name and title of the official submitting the request;

·         Authorization documentation, such as a stamped letter of introduction, copy of official identification, or formal letter of authorization.

2.  Legal Documents

·         Legally binding formal documents, including but not limited to court orders, subpoenas, search warrants, or letters of request;

·         Documents must bear the agency's official seal or be signed by an authorized signatory;

·         The legal basis for the request, the nature of the involved conduct or case background, and the applicable jurisdiction must be clearly stated.

3.  Specific Details of the Investigation Request

·         Type of assistance requested (e.g., account information inquiry, transaction details provision, fund freezing);

·         Detailed account information: username, registered email, user ID, blockchain address, transaction hash, etc.;

- Details of funds involved: currency, amount, transaction path, timeframe, etc.;

- Background description of the incident: available evidence, fund flow diagram, statements from suspects and victims, etc.;

- Timeframe and scope of the requested actions (e.g., asset freeze duration);

·         Additional information aiding our investigative cooperation.

III. Processing Procedures and Timeframe Expectations

1.  Upon receiving a complete and lawful law enforcement request, Spikex typically completes internal review and processing within 5 to 15 business days.

2.  For complex cases, processing periods may be appropriately extended, with written notification provided to relevant law enforcement agencies.

3.  Within legal limits, Spikex will proactively maintain confidentiality regarding the content of law enforcement requests and avoid disclosing information to the subject of investigation.

4.  For requests requiring user account freezing or restrictions, Spikex will execute based on legal documents and will not inform affected users of the freezing reason without explicit authorization.

5.  If agreed by the law enforcement agency, Spikex may assist in conveying relevant notifications or contact information to the subject to facilitate further investigation.

IV. Information Security and Compliance Principles

Spikex consistently adheres to the principles of data minimization and necessity:

·         Only necessary information is provided within the scope of legal authorization and law enforcement requirements;

·         All law enforcement assistance processes are supervised by the internal compliance team to ensure compliance with platform policies and national laws;

·         Provided information is strictly limited to the law enforcement purposes specified in the request and may not be used for any unauthorized expansion of scope.
